Regression: Glimpse of toggle button getting enabled is seen even though Bluetooth is already enabled inn ubertray

Chrome Version: 70.0.3502.0/10914.0.0 dev channel Celes,Kip,Daisy

What steps will reproduce the problem?
(1)Sign-in to user>> Click on Ubertray and observe Bluetooth is ON, now click on Bluetooth text and observe the behavior of toggle button

Actual: Glimpse of toggle button getting enabled is seen even though Bluetooth is already enabled
Expected: No such glimpse/issue should be seen. Toggle button should be seen enabled.

This is a Regression issue as same is working fine in 69.0.3457.0/10784.0.0 dev

Note : Issue is not seen in Linux,Windows OS

Initialize toggle button status by current BT status.

Before this change the button was OFF when the window appears and then
updated with animation after that.

Test: manual
