This is a regression issue, broken in 'M-66', and below is per-revision bisect-info:
Good Build:66.0.3336.0(Revision:533410)
Bad Build: 66.0.3338.0(Revision:534242)

You are probably looking for a change made after 534231 (known good), but no later than 534232 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Can you see if this reproduces in a real RTL language, as opposed to just with the testing flag? I tested both Hebrew and Arabic on Linux and cannot reproduce.

Update w.r.t comment#1:

As mentioned, checked the above issue on Canary build #70.0.3507.0 on Windows OS, and observed that in real RTL language(Hebrew and Arabic), the above issue does not reproduce. This issue is specific to testing flag(Set 'Force UI direction' to 'Right-to-left' under chrome://flags). Kindly refer the attached screen cast for the same.

Okay. I don't think this is likely to be a real use case (English UI set to use RTL via chrome://flags), so marking as WontFix. Please re-open if you find a way to reproduce in an RTL language or other likely use case.
