Regression : Unnecessary dual overlapping grey focus highlight is seen on 'Customize and control Google Chrome' icon in omnibox.

Issue description

Version: 70.0.3504.0 (Official Build)Revision caaa08e92d8d9e71ab033d902165bb9859bb15f2-refs/branch-heads/3504@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10) and Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and right click to open context menu
2. Select 'Cast' option from context menu and open new NTP
3. Resize browser window from RHS to LHS and click on 'Customize and control Google Chrome' and then 
4. Now click on previous tab where 'Cast' window is open and then 'Maximize' browser window,observe grey focus highlight on 'Customize and control Google Chrome' icon
 
Actual: Unnecessary dual overlapping grey focus highlight is seen on 'Customize and control Google Chrome' icon in omnibox
Expected: Unnecessary dual overlapping grey focus highlight shouldn't be seen on 'Customize and control Google Chrome' icon in omnibox

This is regression issue, broken in ‘M 69’ and below is the bisect info :
Good build: 69.0.3472.0  (Revision: 569949).
Bad build: 69.0.3473.0 (Revision: 570288).

You are probably looking for a change made after 570224 (known good), but no later than 570235 (first known bad).

@kylixrd: Could you please help to reassign if your change is not the cause for this change.

Note:
1.Unable to provide the bisect using Bisect-per-revision script as getting an error hence providing the bisect using Chromium builds.
2.This issue is also reproducible on M-69 Dev (build # 69.0.3497.12)
3.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6)

The bisect above simply points to this being a problem with the redesign.

This looks an issue with the bubble and its associated highlighting.  Switching component, and CCing bsep@ who it seems has dealt with bubbles and shadows and such.

I think that dialog is deprecated anyway. cc takumif@ who's working on the replacement, in case this is relevant.

Just to update:
We were unable to reproduce this bug on latest canary #72.0.3610.0 on Windows(7,8,8.1,10) and Linux(14.04) OS. If this bug still reproduces for you, please reopen or file a new issue.
