Pre-conditions: Set 'Force UI direction' flag under chrome://flags to 'Right-to-left'.

What steps will reproduce the problem?
(1) Launch chrome, navigate to the above given extension URL and add 'Google earth' extension to chrome.
(2) Open NTP and observe the question mark icon on 'Is this the new tab page you ...' bubble.

Actual  : Question mark(learn more) icon is seen inverted in RTL.
Expected: Question mark(learn more) icon should not be seen properly even in RTL.

This is a non-regression issue, seen from M66, since question mark(learn more) icon was introduced from build #66.0.3347.0

Note: The issue is Windows specific and is not reproducible on Linux and Mac OS.
