Issue descriptionChrome version : 70.0.3504.0 (Official Build) caaa08e92d8d9e71ab033d902165bb9859bb15f2-refs/branch-heads/3504@{#1}(32/64 bit) OS: Windows(7,8,10), Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14) and Linux(14.04 LTS). Precondition: Enable 'site setting' flag from chrome://flags What steps will reproduce the problem? 1.Launch chrome and navigate to 'https://permission.site/'. 2. Click on location and click on 'allow' button on location bubble. 3. Navigate to 'chrome://settings/content/all' and press tab key until focus reaches to arrow icon of "https://permission.site" entry. 4. Now press enter key and observe. Actual : Page does not navigate to next sub-page on pressing enter key. Expected: Page should navigate to next sub-page on pressing enter key. This is Regression issue broken in 'M-70' and will soon update the bisect info. Good Build: 70.0.3503.0 Bad Build : 70.0.3504.0 You are probably looking for a change made after 578203 (known good), but no later than 578204 (first known bad).
