Recent Tabs - Section Headers visually compressed After Syncing

I haven't able to find the reproduction behaviour, however I have seen this appear multiple times in Recent Tabs from Settings and Recent Tabs in Tab Grid. 

Here is my guess:

What steps will reproduce the problem?
(1) Open Recent tabs from Tools menu after the tabs have been fully synced in the background.

Bumping to P1 unless we can prove that it's hard to reproduce.

This feels like a constraint error leading to ambiguous layout and an header of height zero.

Yeah I saw this on iPhoneX, fixed it with https://chromium-review.googlesource.com/c/chromium/src/+/1150904, you shouldn't be able to repro on latest canary. Please re-open the issue if its happening.
