OS: Windows (7, 8, 8.1, 10), Linux (14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://extensions page and enable 'Developer mode' toggle button.
2. Click on "Load unpacked" button and install an extensions (For Ex: Bad Extension) for which errors can be found.
3. Click on 'Error' button to open error sub-pages and press 'Tab' key till focus reaches to last entry.
4. Now observe the blue focus ring.

Actual: Blue focus ring seems to be chopped from bottom end.
Expected: Blue focus ring should seen properly.

This is a non-regression issue, seen from M-69 series build #69.0.3497.0, since the 'Error console' was not enabled in previous builds hence navigation to the 'Error sub-page' was not possible in old builds.

NOTE: This issue is also reproducible on Dev #69.0.3497.12
