Issue descriptionChrome version : 70.0.3504.0 (Official Build) caaa08e92d8d9e71ab033d902165bb9859bb15f2-refs/branch-heads/3504@{#1}(32/64 bit) OS: Windows(7,8,10), Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14) and Linux(14.04 LTS). What steps will reproduce the problem? 1.Launch chrome , go to NTP and click on 'gmail' . 2. Now enter valid username and click on next button. 3. Now press shift+tab key and observe. Actual : Focus does not travel to profile identifier dropdown on pressing tab key. Expected: Focus should be seen on profile identifier dropdown on pressing tab key. This is Non-Regression issue seen from ‘M-70’ as profile identifier dropdown has introduced from build #70.0.3504.0
