[art] Fix python bin location

Turns out the python prebuilt doesn't actually exist,
but gdb packages a python 2.7.5 installation, so we'll just
use that instead.

[art] Disable path restrictions

To fix this error when vpython searches for the python installation:
  Disallowed PATH tool "python2" used: []string{"/b/s/w/ir/kitchen-workdir/out/.path/python2", "--version"}
  See https://android.googlesource.com/platform/build/+/master/Changes.md#PATH_Tools for more information.

This is done to make sure the build is hermetic, but vpython is hermetic already.

This is mirrored (host VMs only, no device builders yet) and handing off to efoo to reassign.

Currently the issue is that the Android build system isn't compatible with vPython.  The Android build system modifies the environment to add a fake python binary that always fails, which prevents vPython from being able to locate a working python binary.
