Steps to reproduce the problem:
1. Open chrome://media-engagement/
2. Find a site listed
3. Go to site and access DevTools
4. Clear the sites stored data via `DevTools>Application>Clear Storage`
5. Refresh chrome://media-engagement/

What is the expected behavior?
Media Engagement Index for that site should be cleared, just as it does with clearing site data globally does

The MEI is not cleared when clearing site data in this fashion.
