Resizing a Chrome window with touch or pen is slow

Using 70.0.3503.0 (Official Build) canary (64-bit), resizing the window with touch, either finger or pen, is really slow. The window visibly lags behind the touch location.

**UI mass Triage**

Able to reproduce the issue on Windows 10 touch screen using chrome reported version-70.0.3503.0 & latest Canary #72.0.3615.0 as per steps mentioned in C#0. Issue is specific to OS-win.
Observed that resizing the window with touch, either finger or pen, is really slow. The window visibly lags behind the touch location. As it is non regression issue seen from M-60, marking it as Untriaged to get more inputs from dev team.
