monochrome_public_apk is very close to single dex methods limit

Issue description

Currently at master HEAD, monochrome_public_apk has 64989 methods already, and it's blocking CL submission of https://chromium-review.googlesource.com/c/chromium/src/+/1132356

I see one month ago the # of methods is still 63,296 (from https://crbug.com/855081), and increased by 1.7K since then.
