"MessageLoopTaskRunnerTest.PostTaskAndReply_DeadReplyTaskRunnerBehavior" is flaky.

The failures are on linux_chromium_tsan_rel_ng and fuchsia_x64, and have been happening for the past month and half (maybe longer, no idea how far back chromium-try-flaks goes back). Both fail at line 247:
