Steps to reproduce the problem:
1. Ensure the enable-experimental-fullscreen-exit-ui flag is not set
2. Run Chrome in Kiosk Mode
3. Move cursor to top of screen

What is the expected behavior?
The circular close button on the top middle of screen should not appear by default when in Kiosk Mode

What went wrong?
The circular close button on the top middle of screen is appearing by default when in Kiosk Mode even though the 3. "enable-experimental-fullscreen-exit-ui" flag is not set
