Dialog to disabled Smart Lock when offline is not user-friendly |

Issue descriptionChrome Version: ToT Repro: 1) Go to Smart Lock settings. 2) Disconnect from internet. 3) Attempt to turn off Smart Lock. A dialog appears that correctly informs the user that they need to be connected to the Internet to perform this action, but the dialog is a bit ugly, and can't easily be dismissed (it seems like only the ESC key works). Screenshot sttached.

@Ryan, just to confirm, will this prompt still be in used once we land Unified Setup/Better Together? If so, I can work with Jon Ann to identify a better string.

@Jesse, yes this dialog is still necessary in the new multidevice settings UI.
