Full range (PC range)'s color is clipped

Issue descriptionExample URL: Steps to reproduce the problem: 1. Open the attached video. What is the expected behavior? Four background colors should be distinguishable, and the RGB value should be similar to what the notations say. What went wrong? The color is clipped, 16,16,16 became 0,0,0 etc. Did this work before? N/A Is it a problem with Flash or HTML5? HTML5 Does this work in other browsers? Tested this issue on Android and able to reproduce this issue. Steps Followed: 1. Launched chrome , opened https://bugs.chromium.org/p/chromium/issues/detail?id=867977 2. Clicked on view of video and observed no difference in background colors Chrome versions tested: 60.0.3072.0, 67.0.3396.87(stable) ; 70.0.3503.0(canary) OS: Android 9.0 Android Devices: Pixel 2 XL This seems to be a Non-Regression issue as same behavior is seen from M-60 builds.
