Not able to make second monitor as primary monitor using Alt + F4

Issue description

Chrome Version: 10895.4.0
OS: ChromeOS
Boards tested: Coral and Nami

What steps will reproduce the problem?
(1) Sign in to the device.
(2) Connect two external monitors using two typeC ports.
(3) Try to switch primary monitor between monitors using Alt + F4 key combination.

What is the expected result?
Should able to switch the primary monitor between three display (Internal , First monitor and second monitor)


What happens instead?
Primary monitor is only switching between Internal display and first monitor. 

Not able to make second monitor as primary monitor using Alt + F4

Note: Able to make second monitor as primary using display settings.

oshima@, ovanieva@, I guess this is a legacy from when we used to support only 2 displays?  

Should we cycle through the displays?
Yeah alt-f4 is legacy stuff, sorry I meant to comment to explain the expectation. I don't think we support it any longer right?
Should it still work with two (internal and external) screens, as observed by sontis@?
If it is legacy stuff, is there faster (than chrome://settings controls) way to switch?
