Several reports of device not found on desktop vr

Issue description

Collection of messages with information about problem:

Is anyone facing problem with canary & vive? I am seeing "*VR NOT FOUND*" while my VR is already connected & it is working perfectly with firefox.

@Mamun Yes, I'm finding the same failure with Canary ... Version 70.0.3501.2 (Official Build) canary (64-bit) ... Still working with dev version 69.0.3493.3 (Official Build) dev (64-bit) (edited)

My usual basic test cases are https://webvr.info/samples/03-vr-presentation.html and https://threejs.org/examples/webvr_cubes.html.  Pretty similar to Mamun's choices. Both are failing; the first webvr.info one is a little more informative about the cause of the failure.  Now on Version 70.0.3503.0 (Official Build) canary (64-bit).  I haven't found any pages that work.

Also, changing the flags did not help. (edited)

@billorr I have tried this three website with canary (version 70.0.3501.3) & HTC Vive. I had the same flags on as @sjpt. But browser was unable to find any VR device. Then i toggled only the webvr flag turning off the webxr flags & also done the vice versa. But no luck there also. Canary is not detecting any vr device.
But in the chrome dev (Version 69.0.3497.12)  it works.

@billorr 'friad not.    I am getting 0 devices as the response to navigator.getVRDisplays().  I have the following enabled.
#ignore-gpu-blacklist
#enable-gamepad-extensions
#enable-webvr
#webxr
#webxr-gamepad-support
#webxr-orientation-sensor-device
#openvr
(p.s. it would be nice to have a convenient way to dump that list.  At least the change that made the overridden ones come to the top of the list was a big help, thanks.) (edited)

For reference, I open Canary 70.0.3503.0, and flags:
Gamepad Extensions, WebVR, WebXR Device API, WebXR Gamepad Support, OpenVR hardware support

I don't have #webxr-orientation-sensor-device, or #ignore-gpu-blacklist.

This is now working for me; after SteamVR updated itself to built July 24, 2018 at 19:30 version (version ending 7017).
I believe this is related to third-party module blocking.  

This can temporarily be disabled by running chrome with a commandline argument.  (chrome.exe --disable-features=ThirdPartyModulesBlocking)

Chrome in M70 will remove the need for the feature flag.

Resolving as not repro ("won't fix"), as I haven't heard more reports after we started running devices outside the main browser process.
Please reactivate or file a new issue if you see this again.
