Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/67.0.3396.99 Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Launch chromium-browser 2. see that there are 4 tabs already open: http://30.0.0.113/","http://encoding/","http://iso-8859-1/" and "http://to/" alternatively 1. Click a link 2. The requested link opens in chromium-browser, along with the 4 unwanted tabs. What is the expected behavior? See the new tab screen What went wrong? I see 4 tabs opening either upon starting chromium-browser, or as an additional 4 tabs every time I click a link. I've done a search, and see the following under .config/chromium/Default/Preferences: "startup_list":[1,"http://30.0.0.113/","http://encoding/","http://iso-8859-1/","http://to/" [...] If I delete these urls from that file, they get readded again. I've tried uninstalling (apt-get purge chromium-browser) and deleted the entire .config/chromium folder, but these values come back under startup_list. Incidentally, 30.0.0.113 seems to be the flash version. How can I prevent this? Did this work before? Yes not sure, but has not always been this way Chrome version: 67.0.3396.99 Channel: n/a OS Version: Linux Mint 18.3 Flash Version:

Unable to reproduce the issue on reported version 67.0.3369.99 using Ubuntu 17.10, by following both methods mentioned in comment#0. Attached screencast for reference. @reporter : Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists. Thanks.!

Hi there, I added a new person, then clicked a link in my email client. I see the attached (still have the extra tabs). Not ruling out something environmental in my system, but don't see how these values are getting set. The chromium-browser.desktop has Exec=chromium-browser %U in it, but to my mind it's the Default/Preferences having those in the startup_list that's making this happen. I just don't understand how they get set in the first place!

Unable to repro the issue on the reported chromium version #67.0.3396.99 using Ubuntu 17.10, by following the below steps. Steps: ===== 1. Launched the chromium. 2.Could not observe any tabs getting opened. alternatively 1.Clicked the links. 2.Could not observe any tabs getting opened. As the issue is not getting reproduced from TE end ,hence removing Needs-Bisect label and requesting anyone from UI team to look into the issue. Thanks.!

As per comment# 2 & 6, issue is unable to reproduce from TE end, hence adding TE-NeedsTriageHelp label to it and requesting someone from the Dev team provide further inputs on this issue. Thanks!
