What steps will reproduce the problem?
(1)Recover Build ->In Sign in Screen enter valid Email and Password ->After 'Please wait..' screen , 'You're signed in!' screen is seen  -> click on 'Accept and continue'
(2)Now in  'Google Play Terms of Service' window select 'Skip' option
(3)After signing in -> observe for  'Google play' Notification (After clicking on it window is seen to continue to play store)-> which indicates to the user about Playstore is available even if it is skipped to  login  after sign-in screen
(Please refer video and Screenshot)

Expected: 'Google play' Notification should be seen in Sign-in screen 
Actual: Instead  'Google play' Notification is missing

Note : Issue is also seen M-66,M-67 and M-68

This is Regression Issue as same is working fine in M-65
