Regression: Focus goes missing while tabbing in proxy settings overlay

What steps will reproduce the problem?
(1)Recover build>> Connect to a Network and open Proxy settings overlay and keep tabbing >> Observe 4 tabs goes missing and 5th tab will be on 'Automatic Name servers'

Actual: When focus is on 'Configure IP address automatically' toggle button, tab and observe 4 tabs goes missing and 5th tab is seen on 'Automatic Name servers'
Expected: When focus is on 'Configure IP address automatically' toggle button, on first tab it should go to 'Automatic Name servers'

This is a Regression issue as same is working fine on M68 Beta

NOTE: Issue is not seen on Windows and Linux

We're focusing the non editable fields for some reason, and this is not causing the UI to scroll correctly.

Update: Focusing non editable fields is intended behavior, the bug is that the focused fields were not getting selected so focus was not apparent ( issue 882612 ).

Resolving as a duplicate of that issue.
