Regression: Browser window gets dragged anywhere when 'Save As' window is open

Issue descriptionChrome Version : 70.0.3503.0 (Official Build) Revision 133bb5b6c29cddabaa398c300034afb3c701de2a-refs/branch-heads/3503@{#1} (64 bit) OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14) Pre-condition: Enable the flag "Use Views browser windows instead of Cocoa." from chrome://flags/ page. Steps to reproduce: 1. Launch chrome and navigate to any page (Ex: chrome://downloads/). 2. Right click to open context menu and select 'Save As...' option so that 'Save As' window opens up. 3. Now double click and hold the mouse cursor on downloads page and drag the window anywhere and Observe. Actual Result: Browser window gets dragged anywhere when 'Save As' window is open. Expected Result: Should not be able to drag the browser window when 'Save As' window is open. This is a Regression issue seen from 'M-69' and will provide the bisect info soon: Good Build: 69.0.3479.0 (Revision: 571804) Bad Build: 69.0.3480.0 (Revision: 572081) You are probably looking for a change made after 572037 (known good), but no later than 572038 (first known bad).
