"benchmarks.system_health_smoke_test.SystemHealthBenchmarkSmokeTest.system_health.memory_mobile/browse:chrome:newtab" is flaky.

Guessing at component and assigning/cc-ing a few people from the related OWNERS file.

PTAL at this test with some urgency; it appears to be flaking very badly on the Nexus 5x bot. Example failure: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/android-marshmallow-arm64-rel/48016

It appears to be timing out, as far as I can tell.
