Steps to reproduce the problem:
1. Install a PWA, for example https://mweb-demos.appspot.com/pwa-in-15/3/ 
2. Update the PWA's manifest's icon, short_name and name fields
3. Launch the PWA after 10+ mins (as manifest and icon has a max-age of 10 minutes for the given URL), The PWA is launched but the Icon and its title hasn't updated.
4. Tried repeating the step 3 after restarting the app and device, despite that the issue persists 

What is the expected behavior?
The PWA's Icon and text (App title and splash screen text) should have been updated

What went wrong?
The PWA's Icon and text (App title and splash screen text) didn't get updated even after repeating the steps 3 and 4
