Issue description

Product: Chrome browser

Domain(s) affected: disunitedstates.org

Summary: 

The customer wants to have the webcal setup added back to the Google Chrome browser. The customer has not provided any other details then [ I need webcal to work like it's supposed to. ]

The customer has tried adding the handler manually using articles found on the web. This was unsuccessful.

Therefore, the customer has requested us to submit this Feature Request in order to ask for the implementation of the above feature.

## Existing workarounds ##
Rhino Bug ID: 77543855 Apr12, 2018 1:06 AM says: [ The handler can still be manually added with the javascript snippet if supported by the browser].

The customer was not successful adding the handler manually with a javascript snippet.
