A11y Keyboard of JA, JA(for ja) turns to be scrubby inputview layout after special steps.

REPRO STEPS:
1.Switch to Japanese keyboard.
2.Switch to A11y.
3.CLick VoiceInput then stop (must step).
4.Switch to Emoji layout.
5.Click 'ABC' key.


Actual result: 
A11y Keyboard turns to scrubby inputview layout.

Note:
Still repro if reverse step#2 and #3.
Same issue repro for Google Japanese Input(for Japanese keyboard).
