Rotate-display shortcut causes splitscreen divider to be mislocated

On ToT from yesterday. On Device with external keyboard or emulator in tablet mode.

1) Have a couple of windows in splitscreen.
2) Rotate the display using keyboard shortcut (Ctrl + Shift + Refresh).
3) Observe splitscreen divider is in the wrong location.
