Bookmark bar text looks washed out in MD refresh

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
1. Run Chrome 69 on Linux on a standard resolution (not hidpi) display
2. Add some bookmarks to the bookmark bar
3. Observe washed-out-looking text

What is the expected behavior?
Black text would be good, matching the domain in the address bar, and the menus

What went wrong?
Gray text that is harder to read

Chrome version: 69.0.3497.12  Channel: dev
OS Version: Debian 9.5
Flash Version:

I think it's a general not-very-dark-grey on white design issue. +bettes@ in case we should consider a darker grey, rest FYI

Unable to reproduce the issue on ubuntu 14.04(not hidpi) display using chrome reported version #69.0.3497.12 Channel: dev as per comment #0. Observed that bookmark bar text did not look washed out in MD refresh and it is same as the non MD-refresh.

Attached a screen shot for reference.

As the issue seems to be specific to Debian 9.5. Hence, forwarding the issue to inhouse team for further triaging of the issue.

Were you using the GTK theme? I noticed the text is black with the GTK theme. The Chrome 69 screenshot I originally attached was with the Classic theme.

Able to reproduce issue on debian rodete using 68.0.3440.84 and latest canary 70.0.3515.0 as per comment#0.
Note: Issue is seen only with classic theme as mentioned in comment#7.

Using the per-revision bisect providing the bisect results,
Good Build: 68.0.3438.0
Bad Build: 68.0.3439.0

These are to-spec. Will confer with UX and ENG leads regarding overall a11y feedback post m69 100% stable launch. Closing wontfix for now.
