Omnibox cursor and suggest gets wonky if user enters from scrolled fakebox

Found in Canary

The repro steps:
- Open NTP
- Scroll down so fake box -> omnibox
- Tap the magnifying glass on adaptive toolbar
- Note that the the omnibox does't have cursor/become active, and when you type it appears in the suggestion area (not the omnibox)


Marking this a P1 to have fixed in time for M69 release since it's a pretty common use case.

Verified on chrome canary version 70.0.3508.0 on iPhone 8 plus with iOS 11.4.1, 12 beta  following steps mentioned in comment #0.  Looks good.
