Security chip animation isn't smooth

Chrome Version: 70.0.3502.0
OS: MacOS

What steps will reproduce the problem?
(1) From HTTPS "secure" site, navigate to HTTP "not secure" site

What is the expected result?
Security chip expands smoothly to show "Not secure", perhaps fading in and sliding the text

What happens instead?
Security chip text expands while showing ellipsis truncation in the middle: "No…re", "Not…cure", etc.

If this is a regression (i.e., worked before), please consider using the
bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help
us identify the root cause and more rapidly triage the issue.

URL text and cursor also jump around before "Not secure" text starts appearing. Full frame set attached.
