RFE: option to hide/suppress "undo delete" in bookmarks manager

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
1. Go to the bookmarks manager.
2. Delete a bookmark.

What is the expected behavior?
There is no "undo delete" bubble.

What went wrong?
The "undo delete" bubble appears.

Did this work before? No 

Chrome version: 68.0.3440.75  Channel: stable
OS Version: Fedora 28
Flash Version: 

* This could be an option to set the timeout for the bubble, and setting the timeout to zero/negative would disable it entirely.

* I don't need the option to the settable by the GUI, even a policy would be fine.

From the above description this looks like a Feature Request to add a "undo delete" bubble after deleting a bookmark.
Hence marking this as Untriaged for further updates from Dev.
