Add use of cgroups to ippusb_manager once device with kernel 3.8 reach EOL

Kernel version 3.8 does not support cgroups, which was causing crashes in ippusbxd for devices with this version of the kernel.

For the time being the use of cgroups has been disabled for ippusbxd, but when devices with this version of the kernel reach EOL we should add back the use of cgroups.
