Linux "jump scroll thumb to cursor on middle click" behavior broken

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36 Steps to reproduce the problem: 1. Go to a page long enough that it can be scrolled. 2. Middle click cursor on part of scrollbar which doesn't have the scroll thumb. What is the expected behavior? Scroll thumb (and page) jump to clicked location. What went wrong? Nothing happens. Did this work before? Yes 67.0.3396.99 Chrome version: 68.0.3440.75 Channel: stable OS Version: Fedora 28 Flash Version: Problem persists even if both extensions and experiments are disabled.

Able to reproduce issue on reported chrome version 68.0.3440.75 and not seen on latest chrome 70.0.3503.0 using Ubuntu 17.10. Hence providing Reverse Bisect information below. NOTE:Issue(good and bad behavior) seen on Linux only. This issue is fixed at M69.

Since this is fixed in M69 and user can still use left click, we would not merge the fix into M68.
