Able to pair and connect new BT devices in locked screen

Chrome Version: 69.0.3497.13 / 10895.4.0 clapper

What steps will reproduce the problem?

(1)Lock screen
(2)Try to add devices from lock screen


What is the expected result?

User cannot add new devices from locked screen

What happens instead?

User can add new devices from locked screen. This happens with the new settings in M-69.
