Reported by linuxi...@gmail.com, Jul 25

Issue description

1. open file app in windowed mode

3. press f4 again to leave full screen

What is the expected behavior?
window decorations should be restored

What went wrong?
window decorations are not restored

Did this work before? N/A

Chrome version: 67.0.3396.99 Channel: stable
OS Version: 10575.58.0
Flash Version:

screencast of this behavior: https://www.youtube.com/watch?v=25lgdxj4gAA

if you go to resize the window, the decorations pop back in.

this also happens with other apps, such as mosh, as documented here: https://github.com/rpwoodbu/mosh-chrome/issues/183
forgot to mention, too, that pressing alt-tab also restores the window decorations.
this behavior does *not* happen with web browser windows, for what it's worth, as shown at the start of the video above.

Oshima-san, not sure if that's due to the recent changes to the frame headers.
what is mosh chrome? The screenshot of the link in #1 looks correct to me.
I can't play the video in the initial report.

sorry it was set to private, thought it was only unlisted. try now.

file app exhibits the same behavior, as shown in the screen recording.

mosh chrome is a chrome app for mosh built on hterm. mosh is a mobile shell, similar to ssh: https://en.m.wikipedia.org/wiki/Mosh_(software)
