Fullscreen magnification doesn't respect orientation change in tablet mode

Issue description

Google Chrome	69.0.3494.0 (Official Build) dev (64-bit)
Google Eve

Steps:
# Put Chromebook into tablet mode (completely folded over)
# Enable fullscreen magnifier via accessibility settings
# Use two fingers to move magnification focus around in the default configuration of the hinge towards you. Works as expected. 
# Turn the tablet to any orientation other than the default one you get when you fold the tablet. That is, use it with the hinge away from you or on either one of its sides.

Expected: magnification scrolling changes with the orientation. 
Actual: magnification still expects directions from original orientation. For example, if it is on its side, moving your fingers left and right moves the area under magnification up and down.

This does not apply to docked magnifier, it works in all orientations.
