Previous application views show briefly when launching Incognito search from Today view.

App Version: 70.0.3501.0 Canary
iOS Version: 12 , 11.4
Device: iPhone 6, iPhone X

Steps to reproduce:
1.Launch chrome , Open 4 tabs and go to tabswitcher view
2.Swipe down today’s view
3.Tap on open in incognito tab

Observed results:
New tab page opens for a few secs when navigated from today's view

Expected results:
Incognito tab should open cleanly.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes/No
Bug reproducible after clearing cache and cookies: Yes/No
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): No M68 
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M69

This isn't UI-Refresh specific as far as I can tell. I tried this on M68 stable and canary; video linked here: https://drive.google.com/open?id=15qr0t7nRM26hHA7_OJXRUhtjj1mYC1yR

What I see is that when launching an incognito search from the today view, whatever content was showing in the app appears briefly.

Not a P1 for M69, since it's not a regression or new bug.

This was investigated in  crbug.com/780170  for the reverse situation (opening a new tab with an incognito tab opened). It was closed as WAI/won't fix after investigation (if I recall correctly, the way the app reloads makes this impossible). Going to do the same here.
