Boot loop on startup at login screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 2017 Pixelbook, i5

Steps to reproduce the problem:
1. Switch to dev channel
2. Update to 69.0.3494
3. Reboot

What is the expected behavior?
Should start up

What went wrong?
Gets to login screen, stays there for maybe 3 seconds. Reboots. When it gets back to login screen each successive time, reboots after maybe half a second. Tried hard reset (refresh+power button) but still comes back to login screen and reboots.

BTW, the architecture in the UserAgent is obviously from a different machine since I could not fill this out on the pixelbook. 
This still occurs in 69.0.3494.14 that was released today. Makes the dev channel completely unusable.
 Issue 868723  has been merged into this issue.

In 69.0.3494.21 gets stuck in the touchpad firmware update. If I power off during the firmware update (I waited over 30 minutes), then it gets stuck in the boot loop. I power washed back to stable, then changed back to dev. Got stuck in touchpad firmware update. Based upon a suggestion here:

I did a ctrl-C and it dropped out to the login screen with no boot loop. Perhaps this issue is tied to 869155.

Cannot reproduce, please reopen if seen again.
