This still occurs in 69.0.3494.14 that was released today. Makes the dev channel completely unusable.

In 69.0.3494.21 gets stuck in the touchpad firmware update. If I power off during the firmware update (I waited over 30 minutes), then it gets stuck in the boot loop. I power washed back to stable, then changed back to dev. Got stuck in touchpad firmware update. Based upon a suggestion here: https://bugs.chromium.org/p/chromium/issues/detail?id=869155 I did a ctrl-C and it dropped out to the login screen with no boot loop. Perhaps this issue is tied to 869155.
