Steps to repro:
# Enable Highlight Object with keyboard focus (through status tray > accessibility or settings > manage accessibility features)
# Use tab to move keyboard focus anywhere on a webpage (I used NTP and went to MAil, Images, etc. links)
# Place keyboard focus in the Omnibox using either ctrl + l or using ctrl + back button
Expected: keyboard focus is highlighted 
Actual: keyboard focus remains on the webpage in an area that is not currently focused (wherever you left it last)
