Steps to reproduce:
# Go to Status tray > Accessibility > highlight mouse cursor and click to enable
(Note, if you don't have the accessibility menu in the status tray, try enabling any a11y feature from settings one time to get it there)
Expected: mouse cursor highlight appears right away (just like large mouse cursor)
Actual: highlight does not appear until you move the mouse

Expected: mouse cursor highlight appears right away (just like large mouse cursor)
Actual: highlight does not appear until you move the mouse
If you go to Settings > Manage Accessibility features and look at the setting, it says "highlight the mouse cursor while it is moving." However, if you move the mouse then stop it, the highlight remains on.
So, expected behavior would be either to turn it on and keep it on at all times or to only have it turn on while moving and then have it turn off after the mouse has stopped.
