PDF XFA: Fix submit and reenable submit code

Issue description

The submit code in XFA is currently behind a PDF_XFA_ELEMENT_SUBMIT_ENABLED ifdef.

Reenable the submit code, fix the bug blocking this, and make submit work in XFA.

The root cause of  crbug.com/842503  must be fixed before reenabling.
