Allow for Chrome OS Notifications from within a Linux Container

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10888.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3494.0 Safari/537.36 Platform: Google_Eve.9584.160.0 Steps to reproduce the problem: Many Linux applications create simple notifications to alert users to the status of long running applications and other important events. When a Linux application is used within a ChromeOS Crostini Container, there is no support for these notifications. There are several ways that applications typically send notifications such as notify-send 'Hello world!' 'This is an example notification.' --icon=dialog-information What is the expected behavior? Ideally, these notifications would be relayed to the ChromeOS host and displayed like a native Chrome OS Notification, similar to the way it is done with Android What went wrong? Currently nothing happens when a Linux application attempts to send a notification Did this work before? N/A Chrome version: 69.0.3494.0 Channel: dev OS Version: 10888.0.0 Flash Version: 30.0.0.134
