ChromeVox toggles itself back on after logout after it was on during OOBE

Steps:
# Powerwash to get to OOBE
# Turn on ChromeVox during OOBE, navigate through
# After sign in, ChromeVox toggles itself off per bug (867429) - this is not expected, I expected it to stay signed in 
# Note that ChromeVox is off while signed in
# Sign out
Expected: ChromeVox stays off
Actual: ChromeVox toggles itself back on again

This persists even after adding and logging out from a second user.

The only way around this is to Powerwash again without turning ChromeVox on at all.

I'm not sure if this is an expectation. Was this behaving differently on a previous build?

If you turn on ChromeVox while signed out (e.g. in OOBE, login screen, etc), ChromeVox will be on there until you toggle it off. So, logging into a user account that has ChromeVox off, signing out, would cause ChromeVox to turn back on.

This has been the behavior afaik for a long time.
