Scrolling broken on certain websites

Chrome Version : 67.0.3396.99
OS Version: 10575.58.0

Add OK or FAIL after other browsers where you have tested this issue:
Firefox: OK
What steps will reproduce the problem?
1. Go to a website that changes its length (youtube is a good example)
2. After the website expands its very likely for scrolling to stop working on that tab until refresh
What is the expected result?
Scrolling should work normally
What happens instead of that?
The scrolling just stops working
Please provide any additional information below. Attach a screenshot if
possible.
Linux Ubuntu 18.04

Thanks for filing the bug! I could not reproduce the issue, please provide more detailed repo steps and could you please capture a trace (using these instructions: https://www.chromium.org/developers/how-tos/submitting-a-performance-bug) when it happens, and attach it here (if the issue is easily reproducible please start recording first and then try to reproduce the issue).

The issue IS NOT easily reproducable, and i am sure its nto a performance issue since i can use auto scrolling and the websites act normally. If this encounters i will record it, but i doubt it will appear when recording since its truly random

Ideally we'd like to have the trace for transition from scrolling to not scrolling, but if it is not easily reproducible could you please capture a trace the next time the scrolling has stopped working before refreshing the page?
