Issue descriptionChrome Version : 69.0.3497.12 (Official Build) e8e14b69c41a5a461c15fa5d1065ec28c49890ac-refs/branch-heads/3497@{#54} 32/64 bit OS : Windows (7, 8, 8.1, 10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) What steps will reproduce the problem? 1. Launch chrome, navigate to https://www.youtube.com/ and play any video. 2. Right click on video and enable 'Show controls' option from context menu. 3. Now click on 'three dot' menu icon seen at the bottom right corner on the video and observe. Actual Result : 'Three dot' menu icon does not work for YouTube.com videos after enabling 'Show control' option. Expected Result : 'Three dot' menu icon for YouTube.com videos should work properly. This is a Non-regression issue seen from M-69 series, since the new 'Three dot' menu icon is added under 'Show controls' option in build #69.0.3483.0 Kindly review the attached screen-cast for reference. Note : 1. Issue is also reproducible on Canary build #70.0.3501.0 2. This issue is not reproducible in Linux(14.04 LTS) OS. Thank you.

+steimel@ FYI. I don't think we should go out of our way to fix this but may be related to some fixes being worked on.
