"ExistingUserControllerActiveDirectoryTest.PolicyChangeTriggersFileUpdate" is flaky.

The 5 new flakes detected are all before the revert in #1 landed. The test is disabled and no new flakes have occurred since 2018-07-25 21:46:27 UTC.
