What steps will reproduce the problem?
1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
and  enter User Password in 'Confirm your password' dialog box -> At 'screen lock options' section select 'PIN or Password' option by clicking on 'SET UP PIN' and 
2)Enable toggle option of 'Show lock screen when waking from sleep' ->Mow click on Uber Tray and select 'Lock' option 
3)In lock screen observe 'PIN or password' field is seen -> enter PIN and observe 'Backspace' option is enabled -> Now hover mouse pointer on 'Backspace' option and observe for tool tip

Expected: Tool tip should be seen for 'Backspace' option on hovering mouse pointer on it
Actual: Instead tool tip is seen missing for 'Backspace' option

This is Non-Regression Issue seen from M-62
