What steps will reproduce the problem?
(1)Sign into user >> Open and close app launcher continuously and observe app launcher while opening 

Actual: Flickering is seen while opening the app launcher
Expected: No flickering should be seen, it should open smoothly

This is a Regression issue as same is working fine in 68.0.3440.76 /10718.63.0 beta
