Device frames seem to be missing, regression from 67

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
1. Emulate a website using the iPhone 6 preset
2. Ensure you have "Show device frame" set.
3. ???

What is the expected behavior?
Device frame should appear around the website you're emulating.

What went wrong?
It makes room for the device frame but never appears.

Did this work before? Yes 67

Chrome version: 68.0.3440.75  Channel: stable
OS Version: 10.0

Able to reproduce issue on reported chrome version 68.0.3440.75 & on latest chrome 70.0.3501.0 using Ubuntu 17.10,windows10 and Mac 10.13.3. Hence providing manual bisect information as it is regressed in branch builds.

Bad build: 68.0.3440.62

Note: Unable to find the correct suspect from the above changelog, hence Untriaging the issue and requesting someone from the Platform > Devtools team help in assigning it to the correct owner.
