Apps running in containers are terminated on sign out/sleep

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10888.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3494.0 Safari/537.36
Platform: 10888.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Switch to dev channel, install and start termina/terminal (the app, not crosh)
2. click sign out from hamburger menu, or close the lid for a while
3. sign back in

What is the expected behavior?
when i sign in, the terminal and other processes in the container should continue running

What went wrong?
terminal is not running

I understand that this is by design. Are there plans to allow escape hatches, or at least supporting some kind of suspend mode for the container, so when i login again, i can run a command to resume the container?

If you close the lid, your processes should resume (unless Chrome crashes).

We do not have plans to support resuming processes when you sign out/into Chrome.
